Restrictions on the circulation of ADR transport vehicles

Logically, one of the main concerns in the field of ADR goods transport is to maintain safety levels so that the transport of these materials does not represent a danger to the environment or to people under any circumstances. Although each and every part of the process must be carried out by professionals who know the procedures and protocols in case of emergency, the fact is that the legislation itself has been responsible for ensuring a regulation governing the transport of ADR goods in order to prevent associated problems.

Within the Official State Gazette (BOE 2017) we find the general provisions corresponding to the movement of vehicles with an ADR load. Through its consultation we find, mainly, the restrictions set by the Dirección General de Tráfico (Traffic General Directorate). Depending on the tonnage of the vehicle (if it exceeds 7,500 kg, with certain exceptions), certain timetables are assigned that must be respected in the practice of ADR transport. For example, during most of the summer season (from July 1 to September 10), specific time slots are specified, as well as indications of holidays and weekends. Some of the restrictions concern specific communities due to holidays that are only celebrated in some areas.

Another aspect to be taken into account in the transport of ADR goods is the road map applicable to the shipments. Vehicles in charge of loading this type of hazardous materials cannot circulate throughout the entire State road network, but must limit driving through the RIMP (Red de Itinerarios de Mercancías Peligrosas) (Dangerous Goods Route Network). This network takes into account the distant circulation through cities and towns, restricting the proximity to people as much as possible. When an ADR vehicle needs to bypass the RIMP, it is specified that journeys can be made by conventional road, but that the driver must take care to use the shortest route, with the nearest entrances and exits within reach.

There are certain exceptions attributed to specific cargoes, just as there are other restrictions that may apply to the carriage of ADR goods, such as weather conditions that make visibility difficult and greatly increase the chances of an accident. Each and every one of the approved measures serves to guarantee good practice in this type of transport, limiting the possibilities of human and environmental damage as much as possible.
